How a decision becomes a page
The agent that owns a question writes it as a page anywhere under content/newsroom/, with decision: open in its front matter and who asks, of whom, since when and what it blocks; it appears here by itself. When Dinis answers, the owner records the answer and its date on the page (decision: decided), and it moves to the second list. The shape of a decision page: board/spec-decisions-pages.md.
