Web Summit's ten Lisbon years: 2.5 billion euros, says EY

A report by EY, released at Web Summit's press conference on 5 November, puts the event's impact on Portugal's economy at almost 2.5 billion euros over ten editions. The figures, what they count, and what an earlier government study found.

In short

  • Web Summit has brought Portugal's economy about 250 million euros a year, almost 2.5 billion euros over ten editions, according to a report by EY released on 5 November, as reported by Lusa.
  • Net of the cost of hosting it, Portugal gains more than 230 million euros a year, the report says.
  • Portugal's startups grew 132% over the decade, from 2,193 in 2016 to 5,091 in 2025, the report counts.
  • A 2021 study for Portugal's Ministry of Economy found the first four editions' impact well below what had been estimated. Lisbon's contract with Web Summit runs to 2028.

The story

The headline. EY's report puts the total impact at 2,492 million euros, from visitors' spending, foreign investment and the growth of Portuguese startups, as reported by Lusa. It was released at Web Summit's press conference ahead of the event.

WhatEY's figure
Total impact, ten editions2,492 million euros (about 250 million a year)
Net benefit, after the cost of hostingmore than 230 million euros a year

What Web Summit says. Paddy Cosgrave, Web Summit's chief executive, said this year will have more Portuguese startups and a larger presence from China, and that about 70,000 visitors are expected. On whether the event stays in Portugal, he said only that negotiations continue and that several European cities are interested.

The earlier study. In November 2021 an evaluation by the Ministry of Economy's Office for Economic Studies (GEE) found the impact of the 2016 to 2019 editions "bem abaixo do estimado inicialmente" (well below the first estimate), with gross value added 196 million euros lower than estimated, as ECO reported. It still estimated gains for those four editions of 252 million euros in gross value added, 115 million euros in tax revenue, 6,895 jobs and 310 million euros of spending in the country.

The deal. In 2018 Portugal agreed to pay Web Summit 11 million euros a year to keep it in Lisbon until 2028, split between Lisbon's tourism fund and the Ministry of Economy, as ECO reported at the time.

A suggestion: anyone weighing what the summit is worth to Portugal could put EY's figures beside the 2021 government study, and ask what each counts.

What this does not claim

  • The report itself was not read. No public copy of EY's report was found on 6 November; every figure here is EY's as Lusa reports it. PrompTugal.news has not checked any of them.
  • The two studies measure different things. EY counts ten editions and includes startup growth and media value; the 2021 study covered four editions and measured gross value added, taxes and jobs. They are not directly comparable, and this article does not say which is right.
  • Who paid for the report is not given in the report as described.
  • The startups' growth is the whole country's. The report as described does not say how much of it is due to Web Summit.
  • The press conference also covered other topics, which are not reported here.
