Beyond the pavilion: Brazil's year-round doors into Europe through Portugal

Behind Brazil's three days at Web Summit are links that stay open all year: Porto Digital's unit in Aveiro, the ApexBrasil and Sebrae incubator in Lisbon, Unicorn Factory Lisboa's Brazilian partners and a 2023 agreement between Sebrae and Startup Portugal. What each is, and what the sources do not say.

In short

  • Brazil's pavilion at Web Summit lasts three days. Behind it, Brazil has built links in Portugal that stay open all year.
  • In Aveiro, Cais do Porto, the international unit of Recife's technology park Porto Digital, says more than 45 Brazilian companies have passed through since it started in 2024, most of them from Pernambuco.
  • In Lisbon, ApexBrasil and Sebrae run an incubator for Brazilian startups, which names its second class on 10 November (our article).
  • Unicorn Factory Lisboa has signed partnerships with three Brazilian hubs: Instituto Caldeira, Cubo and Sai do Papel. Sebrae and Startup Portugal signed a memorandum of understanding in 2023.

Aveiro: Porto Digital's European base

Porto Digital, the technology park in Recife, runs a unit in Aveiro called Cais do Porto. Diario de Pernambuco reported on 23 June 2026 that it has been active since 2024 and that more than 45 Brazilian companies, most from Pernambuco, have used it to internationalise and look for new markets. It offers help adapting to the European business environment and contacts with clients, partners and investors, the paper says.

In June 2026 a second group of ten Pernambuco companies arrived through Porto Digital's internationalisation programme with the state's science and technology secretariat, DN Brasil reported on 22 June. A new call, with Sebrae in Pernambuco, offers the selected startups a subsidy in a first phase and up to 40% of their air fare in a second. On 30 June, Porto Digital, Cais do Porto and CONSECTI, the council of Brazil's state science and technology secretaries, signed a cooperation agreement, TI Inside reported, describing Portugal as "porta de entrada para o continente europeu" (a gateway to the European continent).

The unit is older than these reports. In November 2024, Brazil's ambassador to Portugal, Raimundo Carreiro Silva, wrote in DN that Porto Digital Europa had chosen Aveiro's innovation hub for soft landing and already had ten companies on board.

Lisbon: an incubator and a city hub

ApexBrasil, Brazil's trade and investment agency, and Sebrae run a startup incubator in ApexBrasil's Lisbon office. Its first class of ten was named at Web Summit 2025; the 20 of its 2027 class are due to be announced at the Brazil Pavilion on 10 November. The details are in Brazil's startup house in Lisbon picks its second class.

Unicorn Factory Lisboa, the city's innovation hub, has "três parcerias neste momento assinadas" (three partnerships signed) with Brazilian hubs: Instituto Caldeira in Porto Alegre, Cubo in São Paulo and Sai do Papel, its head, Gil Azevedo, told ECO in April 2025. With Instituto Caldeira, he said, a joint programme for scaleups was under discussion. In July 2026 he told DN Brasil that Unicorn Factory Lisboa had worked with Invest.Rio and was strengthening ties with Maravalley in Rio de Janeiro, Fábrica de Startups and Instituto Caldeira. Invest.Rio and Maravalley are bringing ten Rio startups to this year's summit (our article).

On paper: Sebrae and Startup Portugal

On 13 November 2023, during Web Summit, Sebrae's president, Décio Lima, signed a memorandum of understanding with Startup Portugal, Portugal's agency for startups, to promote the competitiveness and sustainable development of small innovative businesses, Agência Sebrae de Notícias reported. Another Sebrae report says it aims at an exchange between Brazilian and Portuguese startups, easing their participation in Web Summit Lisboa and Startup Summit. We found no public text of the memorandum and no review of what it has done since.

How big is what comes through

ApexBrasil gives Brazil's ecosystem as "13 mil startups, mais de 120 fundos de venture capital, mais de 200 empresas, mais de 250 hubs de inovação e mais de 30 unicórnios" (13,000 startups, more than 120 venture capital funds, more than 250 innovation hubs and more than 30 unicorns), with US$2.135 billion of venture capital in 2024 across 386 deals, as Brasil 61 reported on 31 August 2026. These are ApexBrasil's own figures, from its own survey.

And the other way

The door also opens towards Brazil. Intuitivo, a Porto edtech startup, raised money to grow there (Brazil comes to Lisbon as Intuitivo heads to Brazil), and Unicorn Factory Lisboa's head told DN Brasil it plans permanent activities with partners in Brazil. Gol has opened its first intercontinental route, Rio de Janeiro to Lisbon.

What this does not claim

  • The counts are the organisations' own, as reported. "More than 45 companies" counts those that passed through Cais do Porto since 2024, not those there now; the ten of November 2024 counted those on board then.
  • We do not know when the unit opened exactly. The ambassador wrote of it in November 2024; Diario de Pernambuco says it started in 2024.
  • We do not know whether Cais do Porto, Instituto Caldeira or Cubo are at Web Summit 2026. None of the sources says so.
  • The Unicorn Factory Lisboa partnerships are described by its head; we found no statement from the Brazilian side, and no joint programme announced.
  • We found no current official figure from Portugal (AICEP, Startup Portugal, IAPMEI or the Startup Visa) on how many Brazilian founders or startups are in Portugal.
