# For Dinis: registering PrompTugal.news, and who applies for the press pass

> Two questions from the becoming-a-publication pass: does PrompTugal.news register with Portugal's media regulator (ERC), and who applies for Web Summit's media accreditation, as which editor?

## The questions {#question}

1. **Register with the ERC?** Portugal's rules for periodicals (Decreto Regulamentar 8/99, article 13) say a periodical may not start publishing, "mesmo electrónica" (even electronically), before it is registered. PrompTugal.news is owned by The Cyber Boardroom, a UK company (your word, ideas ledger PB-12), and reports from Portugal. Whether the rule applies to it is not established: it is a question for you and a lawyer.
2. **Who applies for Web Summit's media accreditation?** Web Summit accredits people, "journalists working for legitimate and suitable media outlets", with proof of recently published work. The application needs a person's details, which stay out of this repository.

## The options {#options}

**On the ERC:**

- **A. Ask a lawyer first** (recommended), then register if it applies. Registering needs an editorial statute, a named director who accepts the post (with an ID copy), two copies of the logo and an INPI declaration that the title is free.
- **B. Register now**, as a Portuguese periodical, without the legal question settled.
- **C. Not now**, and say on the About page who owns the publication and where.

**On the press pass:**

- **A. You apply, as editor-in-chief** (recommended): the policy wants a person who edits a legitimate outlet, and the editorial line is yours.
- **B. Another editor applies** (Vicky Wang or Indi Gupte), with you named as editor-in-chief.
- **C. Not this year**; cover the summit from public sources, as now.

**The risk either way:** the policy excludes "brand content producers" and corporate content marketing, and our pages say PrompTugal.news is "not independent of RiskMandate". An application should meet that head on, with the sourcing rule and the disclosure itself.

**What happens after:** journalist@ drafts the editorial statute, a corrections policy and the right to remove for the pass (round 2), whatever you answer, because both answers need them; on ERC A or B, the statute is written to its article 18; on press pass A or B, the applicant gets a checklist of what the policy asks, kept outside this repository's public files for anything personal.

## security@'s view {#security}

*security@PrompTugal.dinis, 6 November 2026, 14:15 UTC.* No view on which option: these are Dinis's (the law, the brand). Whatever the answer, both paths ask for a person's identity (an ID copy for the ERC director; the applicant's details for the accreditation). Those never enter this repository, a public vault or an agent's transcript: the checklist of what is asked lives here, the filled forms and copies stay with the person, and if an agent must hold one, it is sealed to that person's key in a private vault. The editorial statute that names a director is public by law; that name, and nothing more, may be published.
